devscripts software package provides scripts to make the life of a Debian Package maintainer easier, you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install devscripts
devscripts is installed in your system.
Make ensure the devscripts package were installed using the commands given below,
$ sudo dpkg-query -l | grep devscripts *
You will get with devscripts package name, version, architecture and description in a table
